Although I'm anything but expert on commenting on Govt. of India's foreign policy. But, being a very senior and responsible citizen of the country, I've some feel, based mainly on experience, for the safety and security of my motherland.
Presently India is bordered only by the rogue countries with routine skirmishes and cross border firings and substantial fatalities at times. Although our honourable PM made very sincere effort to establish good relations to more or less all the countries on the globe including Pakistan. (surprise visit to Mr.Nawaz Sharif's family occasion on his way back to India from Russia during the early part of his first term.) Pakistan once appeared to be caving in to American pressure, is now strong enough, holding hand of it's all- weather-friend China and now mighty Taliban by it's side.
Time has now come for India, still considered a US ally, to judge its foreign policy anew, particularly after the American fiasco in Afghanistan. Recently Mr. Modi had one hour long telecon with Mr Putin. He seems to keep also other options open and that's the reason he's slated to meet Mr Biden by the turn of this month. But it's a very humble reminder to Mr. Modi that despite India being actively engaged in QUAD, America only prioritizes its own interest. In Biden's predecessor, Trump's language "AMERICA FIRST" is the American policy. One should not forget that once Pakistan was the closest non-NATO ally of US. presently US-Pakistan relation is at an ebb.
Under the prevailing circumstances India should not distance itself from her time-tested ally Russia.
